Draft Regular Town Board Meeting Minutes Halcott Grange
April 17, 2023, 6:00 pm

Present: Town Supervisor Innes Kasanof, Council members Alan Reynolds, Eric Fronckowiak, Samantha Bouton, Highway Superintendent Russell Bouton, Town Clerk Patricia Warfield, Deputy Clerk Ariel Bogert, Planning Board Chairwoman Nan Reynolds, LUC Chairwoman Karen Rauter. Public: Dave and Vicky Carpenter, Sean Penchoff, Sophia Randazzo, Ida Piperisova, Scott Moroff, Warren Reynolds. Absent: Councilwoman Judy DiBenedetto.

Call to order at 6:00 pm with the Pledge of Allegiance.

Annual Reports: Planning Board Chairwoman Nancy Reynolds presented the Planning Board annual report. The Planning Board had 3 minor subdivisions, 3 new home applications and 2 garage applications come before them in 2022. The Planning Board collected $200.00 in fees.

Approval of the minutes of the March 20, 2023, meeting: Motion to approve by Councilwoman Samantha Bouton, 2nd by Councilman Eric Fronckowiak, Councilman Alan Reynolds: aye, Supervisor Innes Kasanof: aye.

Highway Superintendent’s Report: (A) The new town truck is in and will be ready for pick up once the extended warranty actual cost to the town is squared away. The price should have been $5,655.00 but showed in the paperwork as final cost of $5,745.00. Supervisor Kasanof and Highway Superintendent Bouton will speak to the dealer about the discrepancy. Once the truck is picked up from the dealer, it will be taken to the body shop. (B) The Town has not heard from the State about the actual amount of CHIPS money to be received this year. Silas Lake will again be worked on, and the Highway Department will look to do 2 miles of Town roads. The Town will be able to purchase materials at last year’s bid price until May at which time the price will no doubt increase.

Voucher vote: General Abstract #G0423 – vouchers 57 – 60 = $812.32. Highway Abstract #H0423 – vouchers 61 – 63 = $356.88. Motion to pay bills by Councilwoman Samantha Bouton, 2nd by Councilman Eric Fronckowiak, Councilman Alan Reynolds: aye, Councilwoman Innes Kasanof: aye.

Budget Officer’s Report: (A) Finance Chair Innes Kasanof presented the monthly finance report. Clerk’s Report: Grange Rental/local: 50.00, Building Permit 1 @ 140.00, C/O search 1 @ 25.00. The

Town collected and disbursed $215.00 for the month of March.

Other Business: (A) LUC UPDATE: Town attorney Tal Rappleyea has been working on the LUC update, specifically, wording to be included in the Land Use Code which would allow for the Town to recover legal fees in cases of litigation. With this completed, Nan Stolzenburg can proceed with getting the draft ready to present at the next meeting. The draft will be without short term rental language for now as this is something the committee is still working on. Supervisor Kasanof will ask Attorney Rappleyea if he has any experience with Short Term Rentals and if so ask for his input as well. Nan will inform the board when the draft is ready, and a public hearing can be scheduled. (B) Fleischmanns Fire Company: The Village of Fleischmanns Fire Co. is looking to purchase a new fire truck and is in the process of scheduling a meeting to discuss the purchase. Clerk Pattie Warfield will look to attend the meeting for the Town.

Public: Warren Reynolds asked if there can be a public forum before the public hearing for public input or multiple public hearings. LUC Chair Karen Rauter explained that it is a requirement to give 30 days after the public hearing for the purpose of public input but would inquire further about the timing process.
